2、 Handling measures for prohibited articles by the delivery service enterprises:

（1） If the enterprise discovers all kinds of inflammable and explosive dangerous goods, it shall not receive or send them if it finds them in the receiving and sending links; if it is found in the delivery process, it shall not deliver them. Dangerous goods shall be stored separately. For dangerous goods which are prone to harm, the public security department shall be informed and the state security organ shall be informed.

（2） If the enterprise finds all kinds of radioactive articles, biochemical products, narcotic drugs, infectious substances and strong poisons, it shall immediately notify the anti chemical and public security departments to handle them according to the emergency plan. At the same time, it shall inform the state security organ.

（3） If the enterprise discovers all kinds of inflammable and explosive dangerous goods, it shall not receive or send them if it is found in the receiving and sending link; if it is found in the transfer link, it shall stop forwarding; if it is found in the delivery process, it shall not deliver it. Dangerous goods shall be stored separately. For dangerous goods which are prone to harm, the public security department shall be informed, the state security organ shall be informed and measures shall be taken to destroy them. If pollution is to be eliminated, it shall be reported to the Department of health and epidemic prevention for treatment. Other dangerous goods may be returned within a time limit by the sender. For other non hazardous materials in the internal parts, they shall be sealed and sent with the attached certificate or notified to the recipient to receive them at the delivery stage.

（4） Enterprises shall inform the public security, national security and press and publication departments in time to deal with any publication, publicity and printed matter that endangers national security and social and political stability and obscene.

（5） If an enterprise finds any article that is harmful to public health or perishable goods, it shall notify the sender to return the goods within a time limit as the case may be, and those that cannot be returned by the sender can be destroyed on site.

（6） If the enterprise fails to pack properly, may endanger personal safety, pollute or damage other goods and equipment delivered, it shall notify the sender to return it within a time limit after the receiving and sending link is found. If found in the transfer or delivery, it shall be properly handled according to the specific conditions.

（7） If an enterprise finds that the articles prohibited from entering and leaving the country shall be transferred to the Customs for handling.

（8） In other cases, the relevant government regulatory authorities may be informed to handle the situation.
